Active cables include electronics that keep the full speed over longer lengths. Passive cables are ideal for shorter runs. The type is named in the title.

Does it work with USB-C devices?

Yes. Thunderbolt uses the USB-C connector, and the cable works with USB-C devices at the speed they support.

Why is my USB drive slow on the active cable?

Active Thunderbolt 3 cables run ordinary (non-Thunderbolt) USB devices at USB 2.0 speed, up to 480 Mbps. Thunderbolt devices still get the full 40 Gbps. For fast USB 3 drives, use the passive cable.
